Pennsylvania State College president James Calder writes to U.S. Secretary of War William W. Belknap requesting that one of the two military instructors authorized for Pennsylvania be assigned to Penn State instead of to Col. Hyatt's Pennsylvania Military Academy in Chester. Belknap responds that the War Dept. is satisfied that Hyatt's institution is entitled to a military instructor.
